Uraian Pekerjaan The six (6) main tasks in the formulation of RDTR are interrelated and sequential, as the outputs of each stage or task serve as inputs for the subsequent one. Therefore, the Consultant is required to have a thorough understanding of the workflow in accordance with applicable laws and regulations, as well as technical guidelines related to the preparation of technical materials, Draft Regional Head Regulation (Ranperkada) for the RDTR, and the associated SEA/KLHS. The required steps in the RDTR preparation process are set out in Figure 1 and listed below: Task 1: Preparation Task 2: Data and Information Collection Task 3: Data Processing and Analysis Task 4: Formulation of Concept Plan Task 5: Drafting the Regional Head Regulation of the RDTR for the Regency/City Task 6: Preparation of Requirements for Substantive Approval
Spesifikasi Pekerjaan In carrying out its tasks throughout the formulation of RDTR, the Consultant will be supported by supervision from ATR/BPN Directorate General of Spatial Planning (DJTR) and local governments. The supervision by ATR/BPN ensures that all stages of work conducted by the Consultants must comply with applicable regulations and technical guidelines for RDTR preparation, while the local government ensures that the Consultant’s work aligns with local policies. One of the most critical aspects in the initial stage is determining the boundaries of the Planning Area (Wilayah Perencanaan/WP) for the RDTR, conducted by the Consultant team and the local government. Additionally, the Consultant and the local government must jointly identify strategic issues within the Planning Area. The Regional Land Office (Kantor Wilayah Badan Pertanahan Nasional/ Kanwil BPN) will also assist the Consultant during the data and information collection stage, particularly regarding land administration data. Throughout this process, an understanding of climate and disaster risks is essential in informing resilient Spatial Planning Concepts. A series of tools and guidance notes are provided in the appendices to this TOR to support this process of climate risk identification, risk analysis and risk informed spatial planning and concept formulation. In the subsequent stages, the Consultant, under the supervision of ATR/BPN and the local governments, is required to engage stakeholders, including local communities, local women leaders, academics, Civil Society Organizations (CSOs) or community leaders in the absence of CSOs, and other relevant stakeholders, as part of the public consultation process for spatial planning. This includes actively facilitating dialogue with the local community, particularly women, Indigenous Peoples communities (if present), and other vulnerable or marginalized groups and ensuring that their inputs, concerns, and local knowledge are adequately documented, addressed, and integrated into planning decisions. The Consultant must adopt participatory methods that allow for feedback to be collected and transparently reflected in draft and final planning outputs, in line with ILASP ESMF.
