Uraian Pekerjaan The CB activity will deliver a series of five targeted trainings to strengthen the institutional and technical capacity of local governments in the five pilot cities, based on outputs from the SFSU and ISFS sub-components. The development and delivery of training will be conducted in stages, aligned with the completion of outputs from the respective sub-components. All trainings under the CB activity will be conducted in-person in one of the five pilot cities, with the hosting city rotating across the training series. Where appropriate, a hybrid format may be applied, allowing additional participants to join virtually. The decision to conduct hybrid sessions will be made in agreement with the PIU, taking into consideration the training content, technical requirements, and the need for participant interaction. Where in-person delivery is not feasible, trainings may be conducted fully virtually, subject to agreement with the PIU. Each training will be organized for up to 50 participants, consisting of representatives from local planning, finance, budgeting, asset management, and relevant sectoral technical departments, as determined and coordinated by the PIU. The Consultant will be responsible for providing the full meeting package (venue, meals, stationery, and other meeting logistics) and ensuring all materials are prepared in Bahasa Indonesia. The Consultant should engage ten (10) external resource persons across the five training events to deliver specific technical sessions, subject to coordination with and approval by the PIU. Any requirement for additional external resource persons beyond this limit shall be coordinated with and approved by the PIU, and the associated costs will be covered directly by the PIU. The Consulting Firm shall remain responsible for the preparation and delivery of all core training contents and modules through its proposed key experts as listed in Annex 5. External resource persons are intended solely to provide complementary inputs on specialized topics, as identified in coordination with the PIU, and shall not replace the role of the Firm’s key experts in delivering the core substance of the training. All materials, including those presented by external resource persons, shall be prepared, curated, and quality-assured by the Firm to ensure consistency, relevance, and alignment with the objectives of this assignment. The trainings will combine expert presentations, case studies, and structured group discussions, with outputs documented in structured reports for each training. The primary outputs of each training will be the tangible results relevant to the respective training topics, such as draft integration matrices, draft creditworthiness self-assessment reports, scheme and project recommendation matrices, and simulated financing roadmaps, which are intended as practical references for learning purposes and as a basis for developing actual financing roadmaps in subsequent project stages. The Consultant will also prepare and issue certificates of participation to all attendees who complete each training. After each training, the Consultant will provide up to two weeks of remote consultation, limited to clarifying and guiding on the training outputs and topics. This will be provided mainly through an online help desk or other written communication channels agreed with the PIU. All communications from the cities will be coordinated through the PIU. Any support needed beyond this period or outside the training scope will be handled by the PIU or under separate arrangements. The training shall embed awareness of the Environmental and Social Management Framework (ESMF), Labor Management Procedure (LMP), and Code of Conduct. Modules shall highlight how sustainable financing can be structured to incorporate environmental safeguards, gender considerations, and inclusive development principles. The tasks described below outline the specific training topics and activities that will be delivered to achieve the objectives of this assignment. The Consultant shall undertake the following tasks (but not limited to):
Spesifikasi Pekerjaan Considering the scopes of the activity and the needs for coordinated technical work and field-based engagement, it is necessary to qualify the Consultancy Firm as follows: a. Have the ability to mobilize in Indonesia (local partners/local experts or project office upon award) and demonstrated experience in working on at least 2 projects related to infrastructure financing, sustainable development, and/or public sector capacity building; b. Have working contract in the field of Consulting Services of at least 2 relevant assignments completed/substantially completed the last 3 – 5 years, either in government or private sector; c. At least three (3) years of experience in providing consulting services related to sustainable and innovative financing, urban development planning, or public sector capacity building for national or subnational governments. d. Familiarity with sustainable cities infrastructure related to waste and wastewater management, integrated clean water supply and stormwater management, energy efficiency and renewable energy, sustainable transportation, or urban biodiversity-sustainable landscape. e. Have experience in Consulting Services with a value of at least 1 (one) work assignment of comparable scale and complexity in the last 3 (three) years, prefereably with a minimum contract value of 1 billion rupiah. As supporting documents for the requirements, bidders are expected to include at least the following documents: a. Quotation Letter; b. Company Deed of Establishment and Latest Amendment to the Deed (if any) together with a valid business license; c. proof of fulfillment of tax obligation for the last year tax (annual tax return); d. Proof of Office Address/Domicile (in the form of a permanent and clear address, owned or rented); e. List of experiences can be proven by, including the contract title, contract price, location, complete client name with clear address, and contactable phone number; and f. In the case of a joint venture or partnership, the signed Partnership Agreement must be submitted, and each member must provide the supporting documents from items (b) to (e) and individually meet the required qualifications listed above. The selected Consultancy Firm will be responsible for the satisfactory completion of the activity and should submit the details on their proposed resourcing, personnel to be deployed, and their organization/ team structure in their Technical and Financial proposals. The Consultancy Firm should include experts with appropriate experience and expertise in leading a team of national and/or international specialists/advisors to carry out the required services and take responsibility for the preparation of all outputs, reports, deliverables, and technical documents as per the list of deliverables provided in this TOR. The Consultancy Firm should make the most cost-effective allocation of resources to achieve the objectives of the activity.
